ASRock z77extreme4 will not allow all 4 RAM slots to be used at once

I have 4*4GB of the same RAM G-Skill F3-12800CL9D-8GBRL DDR3-1600 CL9-9-9-24 1.5v. Mobo is ASRock z77extreme4. All are working as I have tested them individually and various dual configs. A1 and B1 config works. A2 and B2 config works. A1 only config works. A1 A2 B1 B2 config only allows A2 and B2 to be active with a mention in the BIOS “System Browser” that all slots are occupied in the pictorial, but have a "none" in A1 and B1 on the main menu. One article suggested updating BIOS: I was on 2.70 and the most recent was 2.90. I updated to 2.80 and then to 2.90, but still no luck (Cleared CMOS). Some articles suggested a power supply issue but the power supply was recently replaced and the issue existed before; CX600 to CX750. Other threads mentioned changing timing and whatnot on the “DRAM Configuration” settings, but that is above my knowledge. The only other thing I can think of is it’s a problem with the mobo itself. How can I get all 4 sticks to work?

I accidentally posted this thread twice: another user suggested testing all the RAM sticks individually in single channel. The conclusion was that all 4 sticks worked, individually, in all 4 slots. All CPU pins are fine.
