Are my gaming computer parts bottlenecking

So I asked this same question on here about a day ago, and I found out I was using the wrong percentages from MSI afterburner. So I want to ask it again but with the right percentages(LOL).

So when I play games like fallout 4 and planetside 2 on ultra or recommended settings(and I am sure there are a couple more games that are doing this but these are just the ones I have played recently) I notice that my CPU percentage is really high like in the 70's and 80's and my GPU usage doesn't really go over 60% tops(most of the time it stays around 50 to 55) and I was just wondering if this was a bottleneck, and if it is how I might go about fixing the issue. I will list my specs below.

MOBO: Z97X UD3H gigabyte
CPU: 4670K i5 3.4 ghz
CPU cooler: Noctua NH14(keeps my CPU 35C to 45C during most games including the ones above)
GPU: Evga gtx 970 SSC(fans keep it around 60C during these games)
RAM: 16GB hyperX fury 1866
Power supply: 850W evga supernova
Storage: WD 1TB drive and 120gb Samsung SSD

PS: I have all the latest drivers and there are no viruses on this computer that I know of and that AVG couldn't detect. And I also recently wiped my computer with a fresh win 8.1 so there is not a lot on it that could harm anything.

 
Solution
If the CPU was bottlenecking it would be at 100%. Same with the GPU but you don't have that happening. Also, it's unlikely you have exact same specs and game settings as someone on youtube. It may be similar but you only have to change one setting in game preferences to change usage percentages. You have an excellent system. Changing things like anti-aliasing can have huge impact on fps. Just an example of what I mean. I still see no problem with your rig. As always, you should keep your drivers updated and monitor temps occasionally to make sure things are as they should be.

I play these games and I get these percentages and then I see people on youtube with the same specs and their percentages are know where near mine and there FPS is way higher to, so it is just a big deal of suspicion for me that my computer is not working right.
