A question about ram latency

This is about my kid's Dell XPS 8700
I upgraded the ram to (corsair vengeance pro) 16GB and it down clock to 1333mhz.

Corsair ram--1333MHz with a latency of 9-9-9-24
Stock ram----1600MHz with a latency of 11-11-11-28

Which one is better?
Is there any real world difference in performance?

The difference, if any, is somewhat application specific. Some tasks, such as encoding, transcoding, compressing, and decompressing data benefit highly from additional memory bandwidth. Other tasks, such as gaming, browsing, and enjoying multimedia benefit on a base by case basis.
