Will this build run newer games on 60 fps?

Is that CPU good? Seems like its better than other cpus but a lot cheaper, and is the motherboard good at all, and do i need to have a optical drive?

Bioshock 1, 2, Infinity and Rust, easily you can get 60 FPS at 1080p. For games like GTA V and Witcher 3 (which loves CPU power), to be honest very few machines can get a constant 60 FPS and there are hiccups in even the best of builds. Also, some optimization problems in games like Ark:SE can keep you from getting that 60 FPS.
