I bought a gigabyte r9 390 g1 last week my system specs are:

Intel DH67BL sandy bridge motherboard
Intel i5 2500 @ 3.3ghz
2x 4gb 1333mhz ram
g750m coolermaster psu
gigabyte r9 390 g1
1x corsair 60gb ssd
2x baracuda seagate hdds (1Tb and a 3Tb)

I run every game off an hdd aside from csgo and have noticed that on certain games my gpu will go underutilized causing much lower fps than what i should be getting. The GPU usage will spike between 0% and 100% constantly on games such as CSGO, serious sam 3 and dying light, however on other games such as GTA 5, Killing Floor 2, Far Cry 3 the gpu usage will sit at 99-100%. I have tried tweaking options in AMD settings, reverting the drivers back to catalyst from the latest crimson driver, downgrading to win7 64bit from win10 and setting power limit to +50% and disabling ULPS in after burner. None of these things have had any effect.

I am not sure if its CPU/motherboard related or if its just the card as the usage is correct on GTA 5 and thats a very CPU intensive game.

Discussed many times. Its due to either cpu/ram bottleneck or bad optimisation. Your cpu at that clock rate will hold you back in some games as well.

It's also possibly driver related. If you play at 1080 with settings maxed it will put more on the gpu, even more at 1440.

I tried my card in a newer system with an i5 4590 and i saw the same usage spikes in csgo. I do play at 1080p and increasing the resolution does cause less spikes but then there is no point in doing so because the fps is the same or worse than on 1080p.
