i5-4690k OC Max Load Temperature

I built my PC towards the end of last year, and mid-January I decided I wanted to overclock (First time OC, however). I was able to get it to 4.5 GHz, and it's been running that way for about a month now and it seems to be fine. When I play CPU intensive games, my max temperature goes to about 63 degrees. With a CRYORIG H7 installed, are these temperatures okay? (I have stress tested it for about an hour, and it never went above said temperature).

Also, my cpu is always running at the 4.5 GHz OC, is this normal? It's not always at 100% usage, it just always runs at 4.5 GHz.

You're good. Max temps for the 4th gen Core processors are:
Tcase (CPU temp) = 74C
Tjunction (Core temp) = 79C
Tj Max (Throttle temp) = 100C

The reason it is running at full clock speed all the time is because you have Speed Step disabled in BIOS and/or you have Windows set to high performance in Contol Panel/Power Options.
