New built PC turns on then turns off for a second then turns on for good and doesn't give display output

So this is the first PC I am building and as the title says, when I turn on my PC it turns on for a sec then off for a sec and then turns on for good. My monitor also doesn't sense the computer and isn't getting any signal.

My new PC:
Cpu-Intel Xeon e3-1231v3
Gpu-MSI r9 390
Ram- evga ddr3-2400 16gb ram
Psu-evga 600w 80+ bronze
Case-cooler master storm trooper
Storage-1tb 7200 rpm sea gate hdd
120gb Sandisk ssd
Motherboard-asrock z97 pro4

Please help me!!! It would be very much appreciated.

Progress so far: I've searched around for similar problems that I have and I found the one post that shows common reasons for the not displaying problem, and I have tried moving around ram and I unscrewed all unnessescary standoff screws. Everything is powered and the only problem is no display and my worries because of what happens when I turn it on. I am using the motherboard port so that may be the problem but I also tried using HDMI port in the gpu to my tv(don't have hdmi thing for monitor, have regular blue monitor port only in motherboard, I have a dvi adapter but the dvi is only on he motherboard whereas the gpu has dvi-d ports. That's all I have gotten

Installing windows should be the first step, you can't install your mobo drivers (that's what's on that disk) if you didn't do that.

You messed up that previous message, did you want to say something?

My monitors not faulty it's the one I was using on my old PC the day I got this new PC. Paul I didn't try the card yet but I don't have any dvi connector, I tried the hdmi into the tv but the hdmi might be faulty cuz I never used it
 
You could be right there. You do need a CPU that supports HD gfx, for the onboard video. And the Xeon doesnt have it

So plugging anything into the onboard video ports wont do anything

So there's something wrong with the card you installed

Does it need power?
 
Well you cant use onboard, so if anything is plugged into any of the ports, remove it

So whatever is on the card you installed, you'll have to get an adapter for that.

Or replace the CPU (with one that supports HD graphics). If you want to use the onboard video
