AsRock H97M Pro will not boot from any CD, USB

New MOBO, cant boot. UEFI access OK. This board is replacement for Gigabyte H97D3H that was working fine until it stopped displaying video.
Only change to system is the MOBO. Exist parts G3258, 2X4GB Corsair Vengeance, Corsair CX600PSU, Dell HD6450 GPU.

I set UEFI to defaults, no OC, no Fast Boot, etc. I have tried Rufus WIn 7 USB, PendriveLinux USB, Puppy linux on CD, and even tried a copy of Gparted from the Hiren's Boot CD. Am I missing something in the UEFI?

I can see them in the list, but it doesn't complete. For Windows, I get the swirly splash screen forever. For Puppy or other linux, I get partially through selecting the language or keyboard & then it hangs. I got a lead on viewing the output by pressing ALT/F2 to view the actual terminal output. I'm trying to make sense of the error messages there.
