That's not necessarily how bottlenecking works. The definition of bottlenecking has a few different meanings, depending on how you ask, but to me it's when one component prevents another component from being utilized fully. The i5 3350p will not bottleneck a 960 GTX at all. If you have high CPU usage, it's more based on the application not necessarily the GPU's need for a stronger CPU.
What you need to understand from the previous poster's statements is there is a difference in hardware performance based on architecture (CPU), cores (CPU), VRAM (GPU), cores (GPU), and resolutions. You have a quad core Intel. There aren't many games that require more than that.
