Newly built PC won't output a display to monitor, when I press the menu button on the monitor, PC restarts

So I've done everything that thread says about common causes of no display and I've even replaced my motherboard. Please help!! My PC specs:

Motherboard:asrock z97 pro4
CPU: Intel Xeon e3-1231v3
GPU: Msi r9 390
RAM: ddr3-2400 16gb evga(voltage is greater than what cpu recommends)
Storage: 1tb 7200rpm seagate hdd, 120gb Sandisk ssd
Case: cooler master storm trooper
Psu: evga 600w 80+ bronze
Some optical drive




Just a guess but is my psu not strong enough?

if this is a new build pull the gpu and use one ram stick and onboard video. if the onboard video is working make sure you have the newest bios on the mb. check with the mb vendor to see what bios rev is needed for that cpu chip and make sure your mb has it. if not the mb wont post.

My dad is going to figure out what's wrong with it, I think I just need a better psu. So I am going to try to get a higher watt modular supply so more wires are visible. If that doesn't fix anything, I will try to replace the RAM. My dad is probably going to switch the gpu with a GeForce gt 210 from my old PC and see if that works. If it does, there might be something wrong with the graphics card or I just need a better power supply.
