I have a Cooler Master Devastator mouse - the one that comes with those cheap "gaming kits". Sometimes the scroll wheel just refuses to work for minutes at a time, and it starts working again very suddenly, just as it stopped. Any idea why? Maybe dust is covering whatever makes the wheel click? I have no idea about the inner components of mice

Solution
I had a similar situation with my Razer Deathadder. The issue with mine was that the center scroll wheel no longer clicked. However, it would still register the click input and sometimes register it repeatedly. It was very annoying. I did a little research to see what I needed. I desoldered the component responsible for the center click and bought replacements. It was a set of 5 I bought. I only needed one. I inadvertently damaged a ribbon connecting the two boards in the mouse. The solder joints broke. Luckily I was able to resolder them. Mouse is fine.
I have more pictures, but here are two to give you an idea what you'll likely see. Your fix may not require a new component.

Hello... Ya you got to open up a mouse every now and then, replace a switch, or too clean them out... Go to youtube for typical mouse cover removal or Repair... typically three screws from the bottom ( under label/pads ), Lift from front too back, to remove the mouse cover.

Throw your mouse into the wall three times or more (more is better)

Trust me. Based on my experience it will fix your mouse problem, i experienced same problem as you. Throwing my mouse 4x voila... It fixed the problem...
