i want to buy or build a gaming pc to play games like minecraft, gta 5, and all that jazz at high settings for 1000 or less

and i have never built a computer before

i think you may want to research a little more. a good rule of thumb is if you're focusing on GAMING, then to play things at high settings you want at least an nVidia GTX970 or Radeon R9 (290x,390,390x) these cards will take 35%-50% of your budget. period. build around the videocard. 8GB of ram is sufficient and more really doesn't help, SSDs are awesome for load times but depending on how much space you need can be very limiting as good drives still are only giving you roughly $0.65-$0.70 per gig where you can get 1TB mechanical drives all day for $50 (like, $0.05/gig)

DO NOT SKIMP on PSU. a decent bronze 80 PLUS PSU will take up roughly $70 to power those graphics cards
EVGA 600B would be an OK pick.

don't worry too much about aftermarket cooling solutions for the time being, even Intel's rotten push-pin coolers will do the job on a stock-clocked chip in a case with Ok ventilation

if you look at the budget build articles; almost all of them literally stick with mechanical drives, and have this basic setup.

If you insist on going with AMD for a chip; go for the 8350 or 8370. APUs (FM2+ chips) are good for budget or all-in-one solutions without a dedicated card; but even the top-spec ones don't have the graphics power you're requesting. Minecraft wouldn't be a big deal but GTA V on the other hand, is.
