Steam installer wont open on Windows xp SP2?

Just factory restored this HP with Windows XP Media centre edition, it looks like its stuck to service pack 2, would that be the reason why i cant even open the steam installer ( i have a bunch of older games on there that dont even work on windows 7...)? Firefox would not open up either but chrome worked, i built this machine so i can run Games that came out in the XP Era, Would XP be good for Dos games as well? i guess a better question; is windows xp better for use of DOS applications?

Well I don't see why you even have Windows XP still, I'm still with Windows 7 as its the only OS I have ever used that actually works with no problems. In my life time so far (i'm 21) I have used Windows 95/98, Windows XP, Windows 7, Windows 8/8.1 and Windows 10. Windows 7 has been the only constant OS for me which does everything its meant to without issues, I got a new copy a while ago of Amazon so I could install it onto an SSD and the PC is miles speedier now.

With the right know how you can play any old pc games on Windows 7, I mostly use windows 7's compatibly setting and also go into games config files and change CPU cores as the games get flattened by are current technology.
