Graphics Card under $250

I wouldn't call either one "better" than the other. In some games the 960 performs a bit better in others the 380 does I linked some benchmarks below. They are both in the same price range so neither one will be clearly better than the other if they were nvidia or amd wouldn't be doing their jobs properly.

@GangsterGamer, @Sizzling is right Your PSU is under-wattage and of very poor quality. And even if it wasn't poor quality, which it is, the GTX 960 would be your only viable option. Otherwise you'll need to upgrade your power supply, which I recommend that you do.
 
Personally, I very rarely recommend any power supply that isn't at least 650 watts and tier 1 or 2. That way it'll hold you for this GPU upgrade and at least one more. In my humble opinion, which has been largely shaped by this site, the PSU part of a build is not the place to save costs. Personally it's the last thing that I'll cut back on.

I've seen conflicting reviews of the NEX line, manufactured by FSP. But I've decided to place my trust in the PSU tier list, which rates it tier 4 (tier 1 = highest rating). The PSU I hyperlinked is tier 1 and is cheaper than the Nex. Seems like all upside to me.

The R9 380 is certainly better in performance compared to the GTX 960, but uses more power and runs just a bit hotter. If both are the same price, go for the R9 380. 380X is not worth it in my opinion, the performance per price ratio is really low between the X and the non-X.
