Updated UEFI won't load

I just built a new computer. I have an ASrock Fatal1ty z170 Gaming k4, an i5 6400, and an XFX R9 380(4gb). I haven't installed an operating system yet. When I turn on the system, I can get into the default UEFI(1.40) with the HDMI cable connected to the graphics card. When I try to update the UEFI to L2.23 using instant flash, I no longer get any reading on the display when I press f2 and try to enter the BIOS. However, when I remove the graphics card and switch the HDMI cable to the motherboard using integrated graphics, I can enter the BIOS without any problems. I've tried switching the graphics card to the lower PCIE slot but that didn't change anything. Could it be that I don't have drivers or an operating installed?

**Update** I have now installed windows 10 and all the drivers I need, however, I still cannot successfully enter the new bios with discrete graphics. Instead, when I hit f2 to enter the bios, it displays a black screen and weird white/yellow lines that follow the cursor when I move it. I am at a loss for what to do.

***Update 2*** I thought it might be a problem with the BIOS, considering that it is a beta BIOS version. However, when I tried to flash a newer, non-beta bios version(P2.50), I get the same results.

For ASrock tech support, and all those who have this issue, here's what I found:

I'm not sure if I'm explaining this right, but I'll try my best. I think this has to do with the native resolution of the monitor not being able to support the resolution of the BIOS. I was initially using a 32" HDTV which had a display resolution of 1366x768. Apparently, the TV cannot correctly display the BIOS at its native resolution, so it gives me a weird black screen with only my cursor moving. The instant I connected it to a different monitor that could support the BIOS resolution, I was able to get a display when entering the BIOS. If you have the money, buy yourself a new display that supports the BIOS. If you're just using it for overclocking...

If you have the money, buy yourself a new display that supports the BIOS. If you're just using it for overclocking your CPU for a bit, changing boot order, or overclocking ram, head over to a friends house who has a monitor and do it there. It's just the BIOS that has issues scaling.
