Stuck in a restart loop on boot + a beep every five seconds?

Greetings neighbors,

Lets start with the issue at hand. On startup, the PC entered the "preparing automatic repair" state. Though, unlike all the videos I see on YouTube, it does not go on to say "The PC did not start up correctly.. etc." and have the "advanced options" menu. Rather, it seems to restart. All the lights stay on, but the monitor/keyboard lose connectivity and then the monitor will continuously gain and lose connectivity (only revealing a black screen while connected though).

All the while the computer beeps once every five seconds. 2 Seconds of Googling suggested it could be a memory error. So, I check the memory. First I take out one, run the computer with the other in, then vise versa. Nothing changes. Sometimes I can manage to get into bios, in which the memory is being recognized (and sometimes it starts right into the losing and gaining connection, so I can't even get to the bios). I even tried putting one of my other sticks of ram from another build in, but it had the same results.

I have even tried taking out the damaged HDD (assuming it is damaged because of the automatic repair) and putting in a blank one. No luck.

I am fully ready to reinstall Win10, only problem is, I can't. I used the windows media creation tool to create a bootable USB, but when I plug it in the whole computer runs much slower. So confusing... anyways, I've gotten to the boot menu and set it to boot to USB first, but it just displays the windows 10 logo, then goes right into the disconnecting/reconnecting phase again. I even tried changing the boot priority in the bios, only to reach the same outcome.

Any and all ideas would be much appreciated. Also, in the event that the motherboard is just trashed (after nearly 4 years of constant use), could a motherboard replacement solve the issue, or is it likely there is more to this problem? wouldn't want to buy a motherboard just have the ram/CPU be the problem...

Extreme Gear XG-P500 500W PSU
Hitachi Generic 1TB HDD
(it was a prebuilt cyberpowerpc)



PS: In case anyone was wondering, this PC is pretty much only used to watch shows/movies, and play hearthstone.
 
Solution
First thing to try you should buy a good PSU, we know that cyberpowerpc does use the bad PSU, like the Extreme Gear XG-P500.
