Black screen, fans on full! Need Help Please

While browsing the internet my Dell XPS 630 just shut down on me with no warning. When I now press the power button all that happens is the fans come on full but no load or boot takes place and I'm not hearing any beeps.

Where should I start to troubleshoot?

The most likely culprit here is that the CPU is not getting power. This is provided from a 4-pin or 8-pin power connector to the motherboard.
Measure the voltages with a multimeter. If the voltages to the motherboard are good, the problem is probably the regulator on the motherboard. It could also be the CPU , but this is less likely unless it was just replaced. The fans spin becouse the power supply doesn't need the cpu to power them.
Check voltages with multimeter or with PSU tester.

Hey, thanks for the reply, sorry should have mentioned I've tried all the usual trouble shooting ideas, really i'm looking for a way (if there is one) to cross check the mobo against the cpu.

For info I have done a hard power reset, a mobo reset and removed various parts and retested but still the same issue.

I have heard the power supply unit can appear to be working correctly when its not actually putting out the required voltage to get to the POST test, is there a way of checking a PSU with a voltmeter?
