All my RAM is being used when doing light tasks

When I am downloading something, or on the internet, my 8gb of DDR4 corsair vengeance ram is being used, and my system becomes very sluggish and doesn't respond. This is very important, and I need this computer for my work at school. Please RSVP ASAP if you have or had this problem.

You're going to have to look in resource monitor and see how much RAM is actually being detected.
