HP Motherboard Swap / Windows 8.1 Activation

I have replaced the motherboard in an HP 17z-E100 Pavilion Laptop with another board of the same number 731534-501.
I cannot find the correct utility to change the serial number info to reactivate Windows 8.1.
I have tried hpbq138.exe and nbdmifit 2.0 and 2.5 and another file Hpset14B.exe with a revision of nbdmifit.
All of these utilities boot fine from a rufus made ms-dos usb flash drive. When I run the exe or bat, I get a "This utility can NOT be executed on this platform" or Not supported error. I believe that I am doing things right but cannot find the right utility for this motherboard.
Currently the motherboard's Bios is flashed to Insyde F.35. System board ID: 213B.

Any help would be greatly appreciated. I have many hours wrapped up into this so far. Thanks in advance : )
 
Solution
It's supposed to be system locked, so it's not supposed to. I don't recall anyone trying, but I'm not optimistic. The license terms say it can't be moved.

I still have the old board. All the USB ports quit working on it. If I was to retrieve the key from the old board, would Windows activate with a different motherboard that does not match the old serial number?
