Video freezes, but audio is fine

When ever I watch a video on youtube, facebook, netflix, etc. the audio plays just fine, but the video will play for 2-5 seconds, then freeze for 2-5 seconds, and quickly catch back up to the audio before freezing again. This happens in google chrome, firefox, and IE.
However, when i disable html5 in youtube through an extension, and youtube uses adobe flash player, the videos play just fine. I can only do this for youtube as i cant find any extensions for any other specific websites or for an entire browser.
Another thing I noticed, is that the length of each freeze varies, and so does the time between freezes. Im curious if this could possibly be a connection problem?

It doesnt happen with any other computer or phone, but changing to a different connection also usually changes the severity of the freezing or make it stop/happen outright. The router and modem have been reset, which seems to help for a while.
