PSU Cause GPU performance drop?

Hey all, I just barely got my new R9 390 but I seem to be having issues, so I had a 700W XtremeGear Power supply, it seemed to power the pc alright but I wanted to make sure it had extra so I said hey why not upgrade?!

So today I bought a new PSU, CX850M 850W and I got it cheap since it was on sale at Best Buy. Well since installing it I seem to have major performance issues with my GPU, it's at 100% use on Afterburner all the time since, seems to be loading textures a lot slower, but also under load I hear a Coil Whine it sounds like, almost a ticking squealing noise right? I can't tell for sure which part it's coming from but it wasn't there nor was I having issues with my GPU before the power supply swap...

1) Basically, can a faulty PSU cause performance drop and usage spikes in your GPU?

2)I keep hearing that coil whine is common in new Corsair PSU's amongst others, should I give it time to see if it clears up or get a new one?

3) Should I just reinstall my old PSU and return this one?

4) Is the coil whine just simply coming from my GPU? Is my GPU Faulty?

I will point out that cpu usage is at 37-45% any given time while gaming like on ark, and the ram is also extremely low, no high temperatures at all. Very stable. Just my GPU started maxing out constantly now I lag like crazy. Also, whenever I hit a lag spike the coil whine goes away for that split amount of time.

Install old PSU and check again , if problem is gone , then it is PSU fault; if not then you might have GPU issues. in that case use DDU or display driver uninstaller in safemode to remove all drivers and reinstall all drivers again to the latest versions. if the problem persists, you could try updating windows or you could contact GPU service center. if possible try using your GPU in another PC.

It still doesn't answer whether or not the psu can cause these particular problems or whether or not the coil whine in this PSU goes away over time like in some. I want to find the exact source of the coil whine... I THINK it's the psu because I had my old PSU in earlier today played ark just fine with no noise or spikes. but... Is there a way to check where the noise is coming from? Some sort of stethoscope for PCs?

CX corsairs are low quality units

they are not meant for high power gaming systems

yes, a bad/faulty psu can cause the issues you have

I suggest you return it and get a tier 1 or 2 power supply in 650w or better from this list:
