Help! Art/Gaming/Recording/surfing/streaming computer?

I'm drownding in options, I thought saving up for the pc was gonna be the hardest part, boy was I wrong.

I want to be able to have a bunch of internet tabs open, streaming youtube, playing a video game and run Photoshop with ridiculous amounts of layers working on multiple files at once (all of the things!) and be able to use the blur or smudge tool and it flow with me not pause to render.

I figure I need at least 16gb ddr3 or ddr4 ram, a decent mother board and video card, is quad i5(or i7) good enough to last 5-6 years or are there cheaper competitors that match or exceed them is an amd processor as good? Wanting to run winbdows 7, 10 wont run cs6.

I was looking at ibuypower cause they include alot of extras and prices were similar to piecing together my own off of new egg. The cases, mobo and v-card are where I really get stuck.

I want a beast for as little as possible, I'm hoping to buy a wacom monitor as well.

Don't need mouse, keyboard or monitor.
Do need os and Blu-ray Re-Writer, DVD±R/±RW Burner Combo Drive.
Pc budget around $1200, less is preferred but more is ok if its worth it. Whatever money is left over goes towards a future wacom 22in monitor set up.
