I recently built a new computer and decided to install Windows 7 pro and my usb keyboard/mouse dont work on intial setup where I can't set up any info about Windows 7. No my keyboard mouse are not in usb 3 they are in usb 2.0. Everything works on the bios.

Current build:
I7 6700k
500gb sad
16gbs 3200
Msi z170a m5

Solution
Go back into your BIOS.

If you have these options.... Disable them:

USB 3.0
Always ON USB
USB UEFI BIOS Support

Once you can configure your Windows, you can reboot and revert these settings and you should be good, thereafter.

Another "trick" would be to connect your USB KB & Mouse thru an inline USB hub. These hubs tend to have more common USB2 Enhanced controllers that W7 will better identify with a generic USB\Chipset driver, upon initial boot.
