CPU/Memory/Disk too much usage

Hi, I'm trying to figured out why my system is always working so hard when I'm simply just browsing the net. When I open task manager for instance, my memory will be at around 70% when I'm just using Chrome. I check all the time to see what the highest amount of memory being used is and it's no more than 130 MB. Is this normal? Also, when I play some games my computer will make a really loud fan noise for about 5 seconds and then it goes back to normal.
Should this be happening with these specs?

GPU: GeForce GTX 750 Ti
CPU: AMD A8-6500 APU 3.50 GHz with Radeon(tm) HD Graphics
Memory: 8.00 GB RAM (7.94 GB usable)
OS: Windows 10

Any thoughts on this would be much appreciated, thank you.

When on the net and going page to page, the DRAM often stores pages of where you've been in DRAM so if you go back it will already have it rather than go back to the web and redownload, does the same with documents, and images off the harddrive, as well as snippets of programs i.e. On a freshly booted rig, the first time you open say MS Word it can take a couple seconds, but often from then on- even when you've closed it it will often open almost instantaniously
