Slow Internet Speeds only with qBittorrent running

I'm having a super odd issue...

First off, this problem all started when switching from Acanac to Rogers a few days ago. Before, with Acanac, this wasn't an issue.

On Acanac I was running 60/8 Cable
On Rogers I'm getting 100/10 Cable

From Acanac and was easily obtaining download speeds from superseeded private trackers easily at 6.4MBps consistently. Sometimes downloading a dozen at the same time I would always peak out at that speed.

I'm currently using PIA for my VPN on the same server I always use. I know this isn't the issue (will explain why next) but it's important to note that it isn't shaped/throttled traffic causing the issue as it's behind the VPN.

Since switching to Rogers, whenever I have qBittorrent open, I can't surpass 2.4MBps download speeds. Most of the time it's running 1.2MBps. Even if nothing is downloading, my speedtests will run at a MAXIMUM of 30mbps. I'm using a 100mbps connection. The second I close qBittorrent and run my speed tests I'm consistently hitting 130-140mbps (I think Rogers has speed boost hence the wacky speed tests).

Just to double check in case something went funky and it was just a coincidence, I tried the wired connection I usually use, I then tried connecting it to an Asus N900 router running tomato, and when that didn't solve the issue, I bypassed the ethernet card all together and tried not one, but 2 Wireless N adapters.

This is where it got even more odd. For a test, I left qBittorrent running on my desktop, then did a speed test on my laptop. Sure enough, my laptop was hitting 130-140mbps download speeds, where the desktop running qBittorrent was barely hitting 30mbps on a speed test.

My first thought was throttling, but I don't think they can throttle behind the VPN as its encrypted traffic. No settings are changed on the Desktop since the internet switch, and no changes has been made to qBittorrent. Also, if it was the VPN itself that was being throttled, I would be consistently getting slow speeds regardless of what was running. Now I'm wondering what exactly could be the issue!? It's driving me crazy! I'm hoping it is something easy.

So to reiterate:
- Was on 60/8 internet and was consistently hitting 6.4MBps download speeds behind same VPN with no issues at all.
- Switched to 100/10 internet through Rogers
- Without qBittorrent running easily hitting 130+mbps on speed tests behind a VPN.
- As soon as qBittorrent is open, speedtests instantly drop to 30mbps max with all things equal but other devices on the networks are still hitting 130+mbps.

Well upon doing some searching, it turns out it's the modem supplied by Rogers. Apparently the CGN3 does an absolutely horrible job managing any connections running torrents. Calling Rogers, they insisted it's my computers fault. I pointed out the fact that the only configuration that had changed since the switch was the modem and the provider so with all things being equal and unchanged, it had to be an issue in the CGN3. I was told for $80 there "experts" would fix my problem or at least diagnose what the issue is. Obviously not wasting my money on an issue caused by Rogers stupid contracted modem suppliers I fixed it myself.

Turns out the best way to solve the problem is to log into the modem 192.168.0.1 and to turn off "Residential Gateway Function" under basic/gateway function. This turns the modem into a basic cable modem. I then plugged back in my Asus RT-N66U running Tomato and connected all my devices back onto it. Low and behold I start hitting 12MBps download speeds! Booya!

I think I'm going to call Rogers tomorrow and demand $80 for fixing my own problem with their shotty service.
