I'm thinking of buying intel i5-4460 and asrock h97 pro4 , i'm thinking of buying new ram as well so i was wondering if this can handle the 1866mhz speed...

can anyone recommend me a good ram stick to go with this cpu and mb?

All 4460s are individual units, and what they can run can vary, most can handle 1866 with no problem, some may have problems. It's the silicon lottery, just like OCing with K model CPUs,
