Graphics Card Reaching 70 - 80 Degrees Celsius in Game

I would say RMA it as even when I play Fallout 4 I don't get anywhere as high as your fans speed and usage. I am going to put it to the cards fault.

My GTX 970 has be totally fine with super quiet running of its fans which never go high in speed and I know what 100% fans sound like as I used the MSI app to put the fans to 100% to see what it was like and it was awfully loud. My GTX hardly uses its fans, so their must be something wrong with your card.

The only reason I would see for the fans to be so high would be if you were overclocking which you aren't so.
The card is not meant to do this at stock.....

Okay now this is really odd.

Do you use vysnc or have you uncapped the frames. I use vysnc as I utterly hate tearing and their is not point going higher than 60fps in games as my monitor is 60hz 1080p. While I play Fallout 4 I get about 60% usage and I still get random dips to 45-50fps just due to the game being unoptimized.

My card can go to about 30-69 Celsius under load but I have never seen it go higher.

Could you tell me more about what you have in your system (list the parts) also what temperature your room is?

Are you hitting 100% load (utilization) on your card? If so, you're doing pretty well to see temps as low as 70-80.

The max temp for a GTX 970 as per nVidia is 98'C

So, you're doing ok if you're using quite a bit of the cards resources. If you' were not doing anything demanding and were using 20% or so of the GPUs potential, I would think those temps would be a little bit high, but I'm assuming you're using quite a bit of the resources (70%+), then you have fairly normal temperatures & I wouldn't worry about it.

Either you had a bad case airflow that your GPU end up suffocate or simply some loose screw on heatsink. You might need to double check on those factor. I'd even suggest goes full length to apply new paste to GPU while you're at it.
