Need help determining if my CPU or GPU are having issues

So I recently built a new computer and I'm having a lot of issues. I run games pretty terribly for what my computer should run. I don't know what the problem is but I have a feeling its either my GPU or CPU. When I play games i get low FPS. I'm not gonna repeat myself since I already make a thread about this but unfortunately they couldn't help me. I'll link the previous thread where I gave the info of my FPS and other things. Before you ask, yes everything is up to date and I have all my drivers installed. So, when I run games, my CPU load is 90%-100% and my GPU load is 0%-25%. Sometimes it's different but lately this is what it's been like. As I'm typing with only Skype open, my CPU is at 30% and GPU 0%. I can't tell if it's my GPU or my CPU that's having a problem. Any help is appreciated.

Run a game. check you processor's frequency. Even assuming your temperature sensor is working correctly, that appears to be throttling.

What version of windows are you using, and is it a fresh install?

Windows 10 and yes it's a fresh install. Just ran Dying Light, my CPU temp is 18 degrees celsius and GPU is 62 degrees. Some reason now my GPU is at 80% load. It hasn't done that in a while. My CPU is in the 90's.

Sorry, I misread it. It was late. I can't use RealTemp. It says my processor isn't supported.
 
Core speed is what you need to look at (put simply core speed = Bus Speed x clock multiplier).

That indicates your CPU was running at 1.4 Ghz at the time you took the screenshot. It's normal to throttle down when the CPU isn't under heavy load. You need to see what it does under heavy load.

Run a game you're having issues with in windowed mode so you can easily tab to CPU-Z to see what the CPU is doing. In normal operation, you would see the multiplier go up to 21 and the core speed will hit ~4200Mhz.

I tested it om two graphics heavy games, Witcher 3 and Dying Light (Demo). Witcher 3, the core speed remained at 1.4 Ghz and same with Dying light. I know you didn't ask for it but my GPU was at 99% this time and my CPU was at like 55%-80%. My friend suggested that it might be that I should upgrade my GPU to a 970 or 980 but i'm not sure if that'll fix anything.
 
Indeed, a new card won't fix anything. That rig should be pushing 150-200 fps in CS:GO @1080p with everything cranked.

Try going into power options in windows. Select "high performance" then click "change plan settings". Scroll down to "processor power management" and expand that option. Click the blue percentage under "minimum processor state" and set it to 100%. Also make sure "Maximum processor state" is set to 100% as well.

Sorry for late response. Haven't been on my computer in a while. I went to the options and did everything you said but it wont let me apply the settings. The apply button is grayed out. It only lets me press okay and when I press okay it just sets it back to balanced.

Edit: Nevermind I got it to switch.

Okay, so I restarted my computer and put high performance on and then launched cs go. Nothing changed. Still the same 50 FPS. I even tried overclocking, but that didn't do anything either. Also when I restarted my computer, it didn't restart. It was just stuck on the the restart screen. I had to press the power button for it to turn off.
