GTX 970 only at 600mhz now,need help

I decided to overclock my GPU, it ran fine until it got crashed and now it's not going to 1400mhz on core clock like it used to do, only going upto 590-600mhz.
I only added 15mV voltage, please help

Restarting your computer will reset the clocks, but the reason it down locks is when it goes into power saving mode. The two things you need to do to permanently turn this off is to:

1. Go into nvidia control panel and change the power management mode to prefer max performance.

2. In Msi after burners properties, under compatibility, make sure to check force constant voltage.

That should fix all the down clock problems. As for memory clock speeds programs in Windows say it's running at half speed but remember to multiply it by 2 (took me forever to find that out) and you should be able to drag the voltage slider up all the way to +100mV without any problems, as long as you don't live in Death Valley :)
