ASRock z97 Extrem 6 Powers on for Less than a Second

All brand new build. Removed video card and RAM to see if that's the cause and nothing. Used a different power supply and same result. Unplugged fans and still nothing. Cleared CMOS for kicks and grins and nothing. I think i may have a D.O.A. motherboard.
 
Solution
The header where your case's front panel button wires go to, power switch, reset switch etc. remove those completely from the motherboard. Use a slotted/flathead screw driver and touch pins 3-4 on the top row of that motherboard header. To the right of the 4th pin, there is an empty space. Use that as a reference. You touch pins 3-4 with the screwdriver for a second then remove it. It will trigger power on. I know it powers on only for a second, so you probably aren't getting a good readout on the debug error code on the motherboard. Have you attempted to reseat your CPU yet? Check for bent pins on the motherboard's CPU socket.

Everything assembled inside your computer case? Verify your 24 power pin to motherboard and 8 pin for CPU power are firmly seated. If you are assembled inside your case and getting symptoms like that, you ought to assemble your components outside of the case. Use a non-conductive surface and lay your motherboard on it. Use your motherboard's retail box. Removing the case as a variable as well as the video card would be a good idea to help narrow down what's causing the problem.
 
most times issues like that are the mb and power supply telling you there a dead short. make sure the mb not hitting the case (standoffs) look that the io shield not shorting the ports or mb. look to see if any of the fan or other wires you may have missed a pin. or put the case header cables on the wrong pins. also check to see if the power and reset are not reversed. some case use small daughter board and the cables can be reversed there.

Built board outside of case, all power is seated properly. MB Not hitting case, io shield not shorting ports or mb. All fans unplugged, also power and reset are not reversed. I am 100% on all of these because I checked/reset after you guys asked lol.

Sorry it took me so long to respond I just fought off a food poisoning incident. Ok, I removed all of those from the mother board completely and used a flat head screw driver. I get the same result powers on then off. Yeah the lights turn off as soon as they power on so I can not see the readout. Tonight I tried to reseat the CPU on the motherboard and same result. I could find no bent pins on the motherboards CPU socket.
