Ok. I just got promoted to moderator on a server that uses teamspeak. However, I share a PC with someone else who I don't want to get on my teamspeak. Unfortunately, teamspeak has no Login password. If I make a new user account in pc settings would that work?

That would work.
A second windows user, both with passwords would be the easiest option. They have their work space, you have yours, and both have passwords. Just be sure to log off.
