Computer is not turning on

Hey guys I need help from you guys as I am facing problem with my computer. I bought a brand new computer on 18th July, 2015. Configuration of my computer is

MOTHER BOARD: GIGABYTE 78LMT-USB3
PROCESSOR: AMD 3.5 AM3+ FX 6 CORE EDITION FX- 6300
RAM: CORSAIR VENGEANCE DDR3 4GB
HARDRIVE: WD 1 TB GREEN INT.
SMPS ANTEC 450 W
GRAPHICS CARD: GRAPHIC SAPPHIRE RAEDEON R7 250 2GB DDR3
UPS: C Y B E R P O W E R
CABINET: COOLERMASTER

My computer was running smoothly for 4-5 months but one day when i tried to turn on the computer it dint start. I tried to turn on several times but it just gave a sound of the fans and went off. I took the computer to the shopkeeper from where I bought it, they checked and told me that it had a problem with the graphics card they replaced it and installed a new graphics card. My computer was running smoothly again when I faced the same problem after one month my computer was not turning on, whenever i pressed the power button on the cpu the DVDROM light turns on and then it turns off.

Guys please give me some suggestion

 
Solution
I would recommend testing your PSU with a Power Supply tester. A faulty PSU could possibly be responsible for your boot issues as well as the damage to your previous graphics card.

Do you think my 450 watt psu is appropriate for my pc or do I need a higher one?

my computer configuration is

It its not too late, your PC should be fine with a 450 watt PSU, assuming the PSU is 80+ bronze certified. A 450W 80+ bronze PSU should be ok with any PC using up to 288W, and your PC should use up to around 239W (according to PCPartPicker).
