780Ti is working at about half performance

Every game I play runs like deep fried expletives. When I looked up new graphics cards I saw that the 780ti should be top of the line, I expected this when it set me back $800 AUS.
I a ran Novabench benchmark (https://novabench.com/) and I got a result of 570 when it should get approx 1008.

My specs are:
CPU: Intel(R) Core(TM) i5 CPU 750 @ 2.67GHz, 2668 Mhz, 4 Core(s), 4 Logical Processor(s)
Ram: 4gb ddr3 1333 or something, nuts to crawling under my desk again to check.
Gfx: Nvidia Geforce GTX 780Ti
Power supply: 650w

It should be noted that the A-hole that I sent my PC to returned it to me with the fan disconnected from the card and it is now attached with duct tape, it maxed out on temperature 70c ages ago but averages around 60c when under strain. I fear that they might have done more than brake the screw mounts for the fan.

I average 40 frames on most modern games at 1824x1026 at max with regular dips to 20.
Arma 3 runs at 14fps with asflasdfgka settings.
Dying light : 15-40 at max.

Dust is a slight issue, I clean it far too infrequently but it doesn't change the performance in any noticeable way for me.

What the hell might be wrong with it?

Your CPU bottlenecked your video card. I think that's one of the reasons why you have low fps on modern games with your graphics card. Try to upgrade your CPU that will not bottleneck your mid-high range graphics card.

So what would be a reccomended CPU spec for my system. I am upgrading to 16gb of ram btw.

I should add for ease, it needs an LGA 1156 socket.

Or hell, even a new motherboard that has everything else the same but fits a better CPU. I have the usual $300 price range.
Sorry for being uneducated but I really don't know what I am doing...

Depends on your budget.

I'd personally go for an i5 4690k.

Get a more recent cpu, somewhere in the haswell generation since they're decreasing in price. You can also get a skylake if you want. For the graphics card to be used best, i5 or above is enough.

Looks good on Passmark, and my budget is $300-ish. That is $330 and Im cool with that but I would need a motherboard and this confuses me more.

Yeah, I guessed that by the charts on PassMark. Ive decided to go with the i5-4690k. 1150.

Any idea on appropriate mother boards?

I should also add that I havent ordered anything yet. So everything is on the table.
