$220 for best CPU, Ram speed, and Motherboard

I have AMD Phenom II X6 1405T 3ghz unlocked from Athlon II X4 640 3ghz, MSI 870A-G54, DDR3 8GB (2x 4GB) 1333 (667mhz), Windforce X2 GTX 760 2gb. I am going upgrade CPU, motherboard, ram speed for best maximum $220? For best Fallout 4

What I believe you are missing is the 220 dollar budget. Also, the 760 plays FO4 quite well with medium details, and the question was what's the best mobo processor ram combo for 220. The reality is that an i3-6100 and a h170 board is the best upgrade for 220. Throwing more money at it will obviously be better, but budget is king in this instance.
Well, you can keep your RAM, its a plenty and nice amount, i would go for Intel build, at atleast i3 gen or i5, you will have improvements, but i'm not plenty sure if you will be able to play it at medium settings with that card (maybe yes, and i'm wrong!).

What is your resolution?

I feel like I advocate for these guys a bunch, but if you are Stateside, you can get an i3-6100 and a motherboard that supports DDR3 (so you can keep your ram) for $199. This would be likely the best possible option.

It i3-6100 outperforms almost every AMD processor in Fallout 4, even the FX-9590.

I would suggest sticking with the Intel. He does raise a good point though, what GPU are you currently using?

If you have a weak GPU this would be more of an impact than the processor in almost all games.

Rereading the OP, I didn't see that they had a 760 2gb already. I'm sticking with my guns on this one, either save up another 50 bucks and get an i5 or grab the i3 if you can for now.

If the OS would be needed as well, then the OP shouldn't try to change their existing system at all.

The problem is going to be that GTX 760. 54FPS at 1080p with the best Skylake CPU isn't exactly stellar, & is going to be less if he gets an i5 (let alone an i3). And that's even assuming you can find a good ATX/Skylake combination for the $220...but in order to get an i5 you'd have to settle for a B150 or H170 board (http://pcpartpicker.com/parts/motherboard/#s=30&f=2&sort=a8&page=1), while getting a Z170 board means you're limited to only an i3 (maybe OK for a "budget" build, but not the best way to go). And going with an i3 is going to drop him down to around 40-44FPS at 1080p resolutions, unless he turns the graphics details down.

With this kind of budget restriction, you're probably better off looking at getting a better GPU. That will provide you a much better improvement performance-wise. Springing for a GTX 970 or R9 390 should boost you up by about 40%, based on Techspot's benchmarks.
