Which is showing the correct RAM speed?

Hi, I asked this question the other day when it was just task manager telling me my RAM speed is 1333mhz.

I have Hyperx 16GB DDR3 1866mhz RAM.

CPU-Z says its 933mhz (1866)mhz, MSI command centre says 1866mhz, as well as the BIOS.

However, when I type 'wmic memorychip get speed' in CMD, it says both of my ram sticks are at 1333mhz. Task manager also gives this same speed.
I was satisfied when it was just task manager telling me the wrong speed, as I was told it was inaccurate with RAM.

Which of these are showing the true speeds? CPU-Z, BIOS , and MSI command centre. OR Task manager & CMD?

Motherboard: MSI PC mate
CPU: i5 4690k
RAM: Hyperx 16GB ddr3

CPU-Z says its 933mhz X2 for DDR= 1866MHZ. All are reading it correctly.

CPU-Z says its 933mhz (1866)mhz, MSI command centre says 1866mhz, as well as the BIOS.

All reading correctly go by these ^
