New build possible problem with PSU?

I just put together a pc, and it managed to turn on, but then it started with the problem that it kept turning on and off. I googled the problem and fix it. It managed to turn on with no display. So I turned everything off and unplugged to try to deal with the problem. At first I didnt touch anything and just replugged the PSU, hoping it was just chance. However, now when I turn it on sometimes it wont turn on, and sometimes it does, and when it does there is no display onto the monitor. Also, once in awhile, when everything is plugged in, I'll hear some static noises coming from the PSU. Maybe its a problem with the PSU or I fried the motherboard. And yes I did go through sticky.

Sounds like a failing PSU if covered under warranty RMA it
