CPU Reaches 100% Load but low temperature: GPU increases in Temp but low load

Hello everyone,

I am having issues with my current build. During gaming, no matter what game, I find that I have a lower frame rate then usual. Before this random change, I could run any game at 60fps. Now when in a game, the CPU reaches a load of 100% and the temperature stays at 40C for some reason. Then the GPU load will never go above 50% but the temperature reaches the low 70s. If anyone can help me identify what the problem is I would be very grateful. This never was an issue until recently and I never changed the system settings or anything. I am not sure if the CPU is bottlenecking my GPU, since it was running fine in previous times.

CPU: Intel Core i5 4690
GPU: EVGA Geforce GTX 960 2GB
PSU: 600 Watts

Hello,
When the CPU was under load while gaming, I used two different programs and got the same measure of 3890.72 MHz. I am not sure if this is normal or not and anything will help.
 
If your CPU is reaching 3.9ghz, it's reaching full speed. It's possible that temperatures drop rapidly enough when you alt-tab (if you're leaving full-screen to check) that it's going back down to 40c by the time you see it.

I'm not sure what you used, but I'd recommend checking with CPU-Z as well.

GPUs tend to run a lot hotter than CPUs, even at partial load. 70c is normal and expected.

Thank you so much, just wanted to clarify this.
Would there be any reason for drop in framerate though? Considering everything seems normal.
