New PC Built. - Want to set fire to it.

Okay! I built a new PC. Anddd I hate it.

I play wow avidly. I used to play on a toaster so I thought, I should splurge and build myself a new pc. I consulted friends, directed me to pc part picker, and I went from there.

SO HERE SHE IS!

Specs:

GPU: GeForce GTX 970
CPU: AMD FX(tm)-8350 Eight-Core Processor
Memory: 16.00 GB RAM
Reso: 1920x1080, 60Hz
OS: Windows 10 Home 64bit
Driver Version: 361.91 --- Is this the current up to date driver?
Windows 10 was a fresh install.

So here is my problem:
I run high settings with between 10-20fps. (should be around 60fps)
Raids around 5-15fps. (should be around 50-60)

Things I have done to resolve problem (And have not worked):
1) Removed GeForce Experience
2) Removed MSI Gaming App.

Then I:

3) Downloaded recent drivers for my Mobo which is: The MSI 970 Gaming Mobo
4) Downgraded Nvidia driver.

***No Change at all***

Then I:

5) Checked Mobo drivers again from: https://us.msi.com/product/motherboard/support/970-GAMING.html#down-driver&Win10 64
6) Checked all system updates, which is directed me to update everything from GeForce. (Which I did)
7) Played with in game settings, even on low detail fps is mediocre.
8) Changed power saving mode.

This is the first PC I have built. It's a bit disheartening. I downloaded all the drivers on to a thumb drive. Is it possible I screwed one up?


I'd also like to note that GTA V and CS run great on this pc.
 
Solution
Check if you have anti aliasing (setting in wow) turned on that will DESTROY your frames in wow
You should be getting 150 fps on ultra with that build
Set power plan to high performance in windows control panel as well as in the nvidia control panel.
