It does not matter, they are both going to make any game unplayable, there is no reason to use those graphics cards. If i was forced to tell you, i would go with the 550ti. But don't. Choose a 750 ti or you will be spending your money on nothing worth spending it on...

I would recommend neither of them, you will seriously regret it, budget video cards are a TERRIBLE idea for gaming, I cannot say this enough, if you're on a budget, getting a 750 Ti is the minimum to run games at any playable frame rate. You will be wasting your money if you go for something that old/low spec. If money is a real problem, look on ebay to get them for a really nice price.

But 550ti is old is it better then gt730 because gt 730 is newer model

You can run a lot of games on a 550Ti, most games like League of Legends, Dota, CSGO, WoW, etc, will run over 100fps on medium, so you can run it with those cards. Also doesn't matter if it's newer or not, the GTX 950 is newer than the GTX 780 but the 780 is at least 3 times faster than the GTX 950. Just the 550Ti is mid-range while the GT 730 is low-range.
