Cooler Master Seidon 120V Plus temperature levels query

I built a skylake PC with following specs

i5 6600k
Gigabyte Z170X Gaming 5
G Skill Ripjaws V 8GB
Cooler Master Seidon 120V Plus
MSI GTX 970 Gaming 4G
Corsair TX650 V2
1 TB Hard disk
500Gb Hard disk
DVD Writer
Cooler Master k380 case
Two case fans - one in front panel and another in bottom

I've kept the Pump and fan of the seidon at max speed. I'm getting 33 to 40 degrees in idle and 47 to 55 degrees under full load during stress test with intel extreme tuning utility.

Are these temps normal?

Yes, not bad. I suspect your idle temp is a bit high because you have Speedstep disabled in BIOS? Or your power settings on 'performance'? While the pump should be at full speed all the time, there's no reason the rad fan has to be. The rad fan should be connected to the 4 pin CPU FAN header and auto controlled just like the stock cooler's fan was.
