Low clock speeds on my EVGA Nvidia 750ti FTW. Help!

Hello there,

I recently upgraded my Graphics card to the 750ti from Nvidia. When i booted up CS GO today i noticed that i was getting a very low fps, no matter what my settings were at.

I did some digging and long story short, it turns out that my card, that has a base clock by defult of about 1135 MHz (if i remember correctly) is only running at around 200. This could of been casued the night before by a game that was constantly crashing my video card drivers, but im not entirely sure.

Can anyone help me here? How can i get my clock speeds back up?
Any help appreciated. Thanks.

UPDATE: My card is now jumping from the original clock speeds to 135MHz. (indicated by CPU Z). Still, as far as I know this isn't normal.

Another one... (update that is): After wonder what would happen, i decided to run MSI Kombustor. When it was running a stress test it was reading the correct MHz. After stopping again it dropped way below the core clock.
 
Solution
Right-click on the desktop and choose Nvidia Control Panel. Once that opens, choose the second option down on the left side of the screen (not at my computer now and I can't remember the name of the option). Then find the power option in the main part of the screen -- it will have Adaptive selected. Change that to Prefer Maximum Performance and then click Apply at the bottom of the screen. That's it.
That's normal when you have the Nvidia Control Panel power option set to Adaptive. It will down-clock to a minimum speed when the GPU isn't loaded, then instantly ramp up when needed. If you set it to Prefer Maximum Performance and then reboot, it will still down-clock when idle, but only to the base speed the card came with from the factory. Then when loaded it will ramp up to your overclocked speed.

And yes, crashing of the graphics card drivers will cause speed problems until you reboot and get the driver working properly.

Thank you for your relatively quick response. How would I go about changing it in Nvidia control panel, so that it is constantly running at the base clock?

If you set it to Prefer Maximum Performance and then reboot, it will still down-clock when idle, but only to the base speed the card came with from the factory. Then when loaded it will ramp up to the overclocked speed you set.

My 980 Ti runs at 1139MHz when idle, and then ramps up to 1500MHz when loaded. When it was on Adaptive, it ran at 585MHz or something when idle.
