Looking for a new CPU and MOBO

So instead of getting a new pc I decided to slowly upgrade each part when I get the money but right now I want to start with getting a new CPU, mobo and possibly a new PSU if I need it. I am going to upgrade from a amd fx 8320 to a i5 6600k the new skylake series since I heard nothing bud good things about it. So with that being said I will now need a intel based mobo that will fix in my case which is a Thermaltake Commander MS-I SECC ATX Mid Tower. I have never overclocked before but I want a mobo that can handle it because that is the main point of this card. I will also go with a after market CPU cooler but can't decide if I should get a water cooler or just a normal heat sink and fan. The thing with the water cooler is I want a maintenance free one. I am using a 430w corsair cx series so I figured I would need to upgrade to something high to overclock, am I right?

Last question, I bought the pc that I am going to upgrade from cyberpowerpc and never got a windows disk but I have a windows 7 professional serial number on the windows sticker on the side of my pc, can I still install windows without the disk?
