Low fps/stuttering poor performance in general on GTX 980 I5-3570k 8gb ram in games

no matter what i do i get fps lag and stutters in games such as the witcher 3 and division beta etc. i feel like my pc is good enough to play these games decently enough on high or ultra but it's just not the case my fps drops constantly running around anywhere from 30-60 erratically when i move the camera around etc. turning off settings or tweaking them doesn't really do much but something def seems wrong with my pc and i'm just not sure what to do anymore idk if my gpu or ram is failing or if there's something conflicting with my parts or drivers but something is up cause i can turn everything to medium and low settings and still get hitches in fps or lag

If you have graphics or driver issues, one of the most common fixes is a clean uninstall and removal of your graphics drivers.

To uninstall your drivers, first download and run Display Driver Uninstaller, and follow it's recommendations of booting into safe mode and ect.
(This is a direct download link so you don't grab the wrong version)

You'll download a compressed file called "[Guru3D.com]-DDU.zip"
Right click and choose extract.
Go into the folder and run the DDU v##.##.exe
This will extract more files to this folder.
Run Display Driver Uninstaller.exe
Choose Yes when it asks you to boot into SafeMode.
After you've rebooted into safe mode.
When DDU comes up, if it hasn't selected your GPU manufacturer (Nvidia/AMD/Intel) then choose it from the drop down list
Press the Clean and Restart option
If a window comes up asking to disable the Windows automatic installation of display drivers click yes.

After (or before removing the old drivers, just put the new ones on the desktop or somewhere handy) rebooting back into Windows, manually download the latest drivers from Nvidia or AMD, don't use auto detect, choose you GPU model and OS from the drop down lists.

Also i did the driver uninstall/reinstall but the driver version on the dropdown is 362.00 WHQL and i believe the recent on experience is 364.47 so idk if that would cause any issues or if i should install that on experience and i've tinkered with overclocking a bit from 4ghz which is too hot to 3.8ghz which leaves me around 60+ degrees while playing the division recently and my friends have all chalked it up to my cpu being a tad outdated and bottlenecking my GPU because it's at a constant 95-100 CPU usage GPU is anywhere from 60-80% depending on graphical tweaks. At the moment i'm playing with everything on lowest to maintain a somewhat stable 55+ frames which is kinda saddening =/ even then when i hit open streets or areas with enemies etc i still get hitches/stuttering/fps drops dipping into the low 40's. so idk maybe i just need more RAM and a new cpu. Thanks for reply.
 
I doubt your CPU is the bottleneck, I was able to max the division on what was basically a i3(limited the game to only 2 cores and 2 hyper threads of my i7 so I could record gameplay with the others) with a gtx 980ti.

Would you be willing to reformat your computer and reinstall windows?

Hmmmm atm i have a cracked verson of windows 7 premium 64 bit, have been debating going to windows 10 since it's free so i'm not sure i can reformat/reinstall without issues haha. Been seeing/reading alot of thread's about high CPU usage with the game too and then other people saying they can run it max just fine with similar or same setups so i'm just not sure what to think lol. Also were you dipping or getting lag anywhere? or flat out max settings 55+ fps? i know there will be hiccups and the like no matter what sometimes but i'm messing with my graphics setting right now after the driver wipe/install to see if that helped but i'm at ultra and getting significant drops so idk if that helped too much.

EDIT: I'm considering upgrading to windows 10 if possible but i have a windows is not genuine message at the bottom right corner of my screen Windows 7 Build 7601 This copy of Windows is not genuine but the thing is i'm pretty sure it's activated and i would hate to install win10 and need an activation key for my previous version to activate the new one and not have it etc. Also found out i'm going over my pagefile limit by a good amount in the 9600's limit is 8192....buddy wants me to increase pagefile size but i'm not sure how to go about that. Yea i'm at the end of the rope on this i just don't know what to do or what could be causing my poor peformance or if it simply is my parts being bad or fucked up.
