Should I wait to buy graphics card?

I am planning on building a new gaming pc to run games like league of legends, dota 2, rocketleague, gta v, battle field, etc... I currently have a budget of about $550. Should I wait to buy a decent graphics card like a gtx 960 or an r9 380 in order to get an i5 6600k with a Z170 board? or should i downgrade the cpu and motherboard to get a better gpu now? The simple rule is ... buy the best you're able to afford. If you're able to wait in order to save up for better components... then I highly recommend that you do that. If you bought something now you may regret it in a few weeks. Just continue to save and wait until the release of NVidia's next cards. Everyone is expecting the current selection to receive a price drop.

Also, does your budget require you to buy a copy of Windows? Mouse/Keyboard?
