Windows 10 20GB RAM installed but only 3GB used

When i enter system properties, this comes up:
Processor: Intel Core i5-4440 CPU 3.10 GHz
Installed memory: 20.0 GB
System type: 64-bit operating system x64-based processor

but it says on task manager that only 2.9 GB is in use, 1.8 cached and 16.9 is available.

My PC originally had 4GB RAM installed and i later bought 2x8Gb RAM sticks and put them in. Maybe i placed them in the wrong place?

Plz help, I have had this problem for long time now!

I don't see anything wrong. You had 4 GB and added 16 GB for a total of 20 GB, which is what taskmanager says. Out of the 20 GB's your system is only using 2.9 GB's, apparently all it really needs unless you start a more memory intensive application or game. Adding more memory won't generally improve performance if you aren't using 100 percent of what you currently have. But with the mismatched memory, you probably aren't running in dual channel mode which will be a slight hit in performance. I would just use the 2 8 GB's sticks for now, seems like you have more than enough.
