Wifi routers are causing problems in University LAN

I am an internet user in a university and every time I switch on my PC, it is given a new IP. So it's mean that I connect with a dynamic IP. For past few weeks I am not able to connect with internet. I have checked my IP which is now displayed as 192.168.0.112. Earlier my system used to connect with IP 172.16.100.7/8/12 etc. Some is using TPLink wifi router with IP 192.16.0.1 which I have checked by typing this address in my browser. Now every time I start or reboot my system, it automatically acquire 192.168.0.112. We connect to the Internet by main server of the university by login with our ID. Now I can connect to the internet only when his wifi router is switched off.
Please help me out of this problem..

I don't know whether he is using the same ssid. He is not the only one who is using wifi router but many are using it. I am able to connect to internet only in late nights or during school timings when most off them are away or switched off their routers. I can't stop this and have already requested them not to use it but everyone is using it secretly. What to do..
