PC won't shut down and instead logs off and boots back on

Hello, my friend's PC won't shut down on occasion. After he chooses the option to shut down in the OS the PC powers down partially login him off but after a couple of seconds the computer boots up again as if he had restarted the PC instead of shutting it down. This happens most of the time but sometimes he successfully shuts down. His components are:

Windows 10 64-bit Ver. 1511
Intel i5 6600
Hyper Evo 212
DDR4 G. Skill 2133
Asus Z170-a mobo BIOS Ver. 0604 Rev. 1
GTX 960 EVGA SSC
Corsair RM 650x PSU

Hey it looks like the problem was way simpler!! When I went to my friend's house to help him with the BIOS update I noticed that he had his PC feeding from an an old power surge protector. We connected the PC directly to the wall and the problem resolved, the computer is working perfectly. I recommended that he buy a UPS as he lives in a place were the electricity is really bad. Goes to show that when it comes to any kind of problem it is best to take a step back and look at the big picture. Thanks a lot for your help!
