Need for speed rivals poor performance - gtx 960

Hi Guys,

I have recently upgraded my gpu from a gtx 550 ti to a gtx 960 2gb ddr5. I was able to play almost all games without any problems. I kind of like racing games and hence tried out 'Need for Speed: Rivals'. To my surprise the game's performance on my system is very poor. I know that the game is locked at 30fps however my pc is struggling to even maintain 30fps. There is a lot of ugly lag and stuttering. I have seen videos where people with a gtx 660 were able to 'maintain' a constant 30 fps. Why is my system not able to hold atleast 30 fps? I was able to run Battlefield 4 at ultra preset with no problems at all. Am I looking at a possible bottleneck ?

WIndows 7 64-bit
Intel i3 3220 3.3 ghz processor
Gibabyte ga-b75-d3h motherboard
Corsair vengeance 8GB DDR3 RAM
Zotac GTX 960 2GB graphics
Corsair CX600 PSU

Need for Speed Rivals is just a bad pc port, it was locked at 30 fps. However, if you tried to change it would screw up the coding by doubling the frames so it looked like the game was fast forwarding.
