My PC won't turn on, motherboard failure?

Specs:
i5-4690k (not overclocked)
Asrock H97 Anniversary ATX LGA1150 motherboard
Kingston hyperx fury 8gb (2x4) ddr3-1600
Seagate barracuda 1tb 7200 rpm
Evga gtx 750 ti sc 2gb Gpu
Corsair spec-03 ATX case
Corsair cx600m psu

This morning I went to turn on my PC, it went on for a split second then it shut off, I turned it on again and the same thing happened. For the third time I pressed the power button it did not turn on at all. Whenever I try to turn it on it doesn't. I have done the paper clip test on my psu to verify that it works. The psu fan spun up and the hard drive had power. I made sure the ram, Gpu, cpu, and all cables were plugged in internally and externally. I think that I have made a bad decision to buy an asrock h97 motherboard... Please post your opinions on this situation. I am not 100% sure that my motherboard is dead.

UPDATE: When my psu is plugged into my motherboard it makes a very faint click then buzz noise and repeats that.

When I press the power button, nothing happens, nothing is powered. I also tried shorting the power switch pins and that still doesn't do anything.
