While i scroll up or down or watch YouTube videos in internet browsers i get horizontal flickering lines. Radeon R9 270x

Hello i need help. I am convinced that the problem is from my GPU.

Intel Xeon E3-1231 V3 3.4GHz Quad-Core

ASRock H81M-ITX/WIFI Mini ITX LGA1150

Kingston HyperX Fury White 8GB (1 x 8GB) DDR3-1600

Sandisk SSD PLUS 120GB 2.5" SSD

Sapphire Radeon R9 270X 2GB Tri-X Toxic

EVGA 500W ATX12V / EPS12V

I use LG FullHD tv monitor model 32LK450 and tested at a Samsung FullHD tv monitor model LE32C530 and others. @ 1920x1080 60hz via HDMI cable.

While i play The Witcher 3 the problem seems to go away but when i play Hearthstone It comes back...

I have made some effort to fix the problem. I had the drivers updated, i uninstalled and reinstalled the drivers, i changed mouse, i changed monitor, i checked every connection twice, i updated the mobo and GPU bios, i uninstalled and reinstalled the GPU physically and the problem persisted. My system is new, 2-3 weeks old.

I tried many combinations of settings Vertical refresh always on, triple buffering on, super sampling etc. I contacted sapphire support and their response was to do all the above again... and i did! The problem persists.

Has anyone any suggestion or solution? Should i RMA?

Things to Try
1. Use Aero theme
2. Set power plan to high performance in windows control panel and your gpu's control panel (nvidia control panel or amd catalyst)
3. use a dvi cable (or a new cable as yours may be damaged)
4. Turn off or on Hardware Acceleration in chrome settings
Settings---->Advanced---->System---->Hardware Acceleration

I had the exact problem, turning aero theme on worked for me
